I am facing a problem whenever I am plugging or unplugging the charger power cord on my Lenovo E460 Windows 10 Insider preview, the screen goes blank for a second and back to normal. For short, the problem happens if the laptop power source changed from battery to AC power or from AC power to battery.
After some search on the internet, I found out that the problem happens because the display refresh rate changed every time the power source switching. The refresh rate will switch to lower when using the battery and back to normal on AC power.
There are two methods I found to get rid of display blinking when plug and unplug power cord problems:
- Using low refresh rate (refresh rate when you are on battery)
- Disable refresh rate switching by configuring display adapter (in my case Intel HD display driver)
Using low refresh rate
Make sure we are on the same boat by checking refresh rate on battery and on AC power
- Right click on your desktop > Choose 'Display settings' > Find and click 'Advanced display settings'

- If your laptop display refresh rate changed on power source switching, that's mean our problem is the same.

- Next, plug your charger power cord (use AC power) and change the display refresh rate to the value when you are on battery
- In my case, changing the display refresh rate value to 48,000 Hz solve the blinking problem.
Disable refresh rate switching
My laptop, Lenovo Thinkpad E460 using Intel HD Graphics as display adapter. If your adapter is not Intel HD Graphics, find a reference about your own display adapter.
- Right click on your desktop > and choose 'Intel Graphics Settings' (if you don't have it, maybe you need to re-install your display adapter driver).

- Click on 'Power' > 'On battery' section, click 'Disable' on Display Refresh Rate Switching > and 'Apply'

- Now the display refresh rate will not changed every time the power source switching from AC power to battery or vice versa.
The second method will allow you to use any refresh rate available, where the first method only work with a certain maybe lower refresh rate. Please comment if you still have the Display Blink When Plug and Unplug Charger Power Cord on Windows 10
